Franklin – Ruth Vaughan Harrell "Granny" Phelps, 92, went to be with the Lord December 9, 2018 with her family by her side. Mrs. Phelps was a native of Rich Square , NC and was a daughter of the late Oliver and Pennie Shoulars Harrell. She was also predeceased by her husband Chelsie James "CJ" Phelps, Jr. and a granddaughter Amy Ruth Phelps and a sister Lela Kate Hanson.

Mrs. Phelps was a graduate of Murfreesboro High School and the University of North Carolina Women's College in Greensboro. She was a former home economics teacher in Creswell, NC, Holland, VA and Southampton County, VA. She was a member of Franklin Congregational Christian Church and enjoyed boating, camping, her little dog Biscuit, sewing and painting with her son at John Taylor's Studio in Suffolk, VA.

Survivors include one son Rod Phelps and his wife Tricia, a special brother-in-law Ashley Phelps and his wife Judy, one brother Lloyd Harrell and his wife Martha, one grandson Ben Phelps and his wife Candy and four great grandchildren, Ethan, Benjamin, Davis and Logan and many nieces and nephews.

The family would like to thank all the aides and nurses on the East Wing of the East Pavilion for their wonderful care.

A memorial service will be held at 11 AM Tuesday December 11, 2018 in the Franklin Congregational Christian Church with the Rev. James H. Hyatt, Jr. officiating.
